Although Fromkes was born in the city of Vilna, in Russia, he claims America as his country, partly for the reason he was brought to New York when he was still an infant, but principally because his heart is here. All of his first training in art came to him in the schools of the National Academy of Art, where he studied under Will H. Low, Edgar M. Ward and William M. Chase. But, unlike most pupils, he never absorbed any of his teachers’ mannerisms, for the reason he had something to say for himself.
