Charles Jagger was one of the rare artists from Bath, England to live and work in the city throughout his life. He appears not to have exhibited his work in London, in spite of his notable talent.

His miniatures are finely coloured and are the work of an accomplished draughtsman. A portrait he made of the Duke of Clarence later provided a source for an engraving.
