Fossey was a French artist who studied at the École des Beaux-Arts with Merry-Joseph Blondel and Léon Cogniet. He received the prestigious Rome Prize in 1852 and was represented with works in the Paris Salon from 1846-1869. His focus was on neoclassical paintings with allegories and biblical motifs. He also taught at the École des Beaux-Arts from 1860-1865. He exhibited at the world exhibitions in Paris in 1855 and 1867.
